You do not normally create original legislation out of whole cloth; you receive and react to Issues that face your nation. Your responses to these Issues go into effect twice a day.

When your nation is a bit older you can add your own touch to legislation by submitting new issues for the game (though we ask you to consider quality and originality; see the stickies in this forum) and joining the World Assembly gives you the option to write legislation for all WA members.

I read that as a question about WA legislation in which case the best way is to just lurk in the SC (or GA) forums, watching what others do, and learning like that.

My nation's laws are a mixture of WA resolutions, issue decisions, assumptions that laws I've heard of elsewhere (like, in the MMORPG The Real World) apply to Ardchoilleans and bits I've made up my legislature has approved to deal with situations the rest don't cover. If you want others to know your laws, you could post them (or some of them) in a Factbook thread.
