What's the "normal" spending for each area? What's yours?

I want to find out the average percentage spending in each area for nationstates so me and other people who would like to know can know if they have above average percentage spending in an area, I think the best way to do this is for everyone to use this calculator: http://sunsetrpg.com/economystatistics.php and report what their spending in each area is, I will then calculate the average spending and post what it is, her's my spending: Administration (0%)
Welfare (11%)
Healthcare (10%)
Education (20%)
Religion and Spirituality (0%)
Defence (22%)
Law and Order (20%)
Commerce (1%)
Public Transport (5%)
Environment (6%)
Social Equality (6%)
Government Waste (3%)

(These figures are for the national government, but we are a Confederation rather than a 'unitary' state and so spending on various activities by the governments of the separate Clans [& other 'Confederated Bodys'] can also be significant...)
