Issues and Intelligence

I want to make my citizens very intelligent, but recently I have found that very hard to complete, as most of the time I ban things that I think would help, but somehow negatively impact the intelligence of my people. An example of this would be how I had an issue about beauty pageants and I decided to ban them, hoping that now my citizens would no longer base things off of how you look and not go for unrealistic goals of self appearance and instead pursue in a better education and less based off of how people look, but for some reason instead my nations intelligence dropped by .5% and I don't know why. Also, I have seen other nations not care about intelligence or education and allow drugs for everyone to use, yet that increases their intelligence and I just don't understand. If you could possibly help me out with what type of decisions I should make to increase my nations overall intelligence that would be great.

I have tried putting lots of money into education but it didn't work as much as I thought it would, but for some reason a nation who spends less on education, allows drug use for all, and does not push education has a higher intelligence. I think the liberal part will work though as the nation I just mentioned is very liberal.

Well, my people should be very smart. Education is almost illegal in my country along with everything but drugs.

Not being adverse to technology helps too, but you have to be leery of some of these issues as the results aren't always very logical.

Education, and greater political and civil freedom. Logically, enabling issues thay focus on specialised industries might increase thay as well. However, whether that is the case is debateable, since this isn't an accurate simulation with such considerations and is intended to over-exagerrate impact.

Intelligence doesn’t happen in a day. It takes a really long time. With education, civil/political rights, and some more things which essentially say Good for the people it slowly grow.
