I'd like to invite you to Historical Research Region, which fulfills all of your criteria except for the well-developed RP (Because we are still setting up).

We are very new, and are looking for new players to fill up the regional government and begin roleplaying.

NationStates World Regions is got most of what you're looking for. No regional government (as its not needed) and we do use an off-site forums (but there is a great deal of advantage to it). Beyond that we are a MT region and we take our RP seriously and hold our members to certain standards in terms of how and what they RP.

You should try Greater Olympu, which is a serious MT roleplay regionm, with many friendly and helpful members. Edgyness is kept the minimum in this region, which I agree is important, because I have seen regions die because of the members being too edgy.

I'm fact esquarium was one of the regions I had in mind when I wrote that. I joined with a different nation, a good few months ago, but was driven off by the overall hostility of the region.

I wouldn't seriously badmouth them. I would recommend giving them another chance, to be honest. Lot of good folks, even if they get on your nerves.

After a brief search of regions with the "Modern-Tech" tag, and briefly looking over their regional maps, this is what I recommend:

The European Union (not sure where the do role-play, you'll probably have to ask their founder)

Zemlya (looks like they do RMB Role-play)

Tiandi (role plays on the forum)

Otoris (pretty sure they do RMB Role-play)

The LCRUA (Forum role-play)
