So you want a region which elects its officers and votes on legislation, but you also don’t want to become a citizen? You want elected positions but don’t want to support the current elected position in the region?
Make your own region if you can’t find one.

Becoming a citizen is fine, I just mean not in the "fill out a bunch of useless paperwork and whatever" kind of way. I'm looking for a region that's generally unconcerned with the WA, so the delegate doesn't matter.

While many of our activities stem from citizenship, our citizenship application is simple, and does not require WA membership. Additionally, our community leadership is elected, as requested.
We are active in both roleplay and lawmaking. Our laws are not necessarily dictated by an "internal council," but the legislature is made up of every citizen, meaning you can significantly contribute and even propose your own legislation!
