I dislike the idea of having to sign up for another site to enjoy the fruits of this site.

I guess I prefer an off-site because I found it easier to organize info, especially since I come from a time before we had nation factbooks and all these new fangled whatchamacallits. Plus region ran off-sites tend to be less restricted as to what can and can't be posted. However, to each their own and at any rate I hope you find a nice place to stay

As an issues player myself on some other nations, I know that most of the top issues players (with nations in the Top 10 for a lot of stats)
reside in Wysteria. #1 nations such as The Bruce, Feckface, and Deep South Borland reside in Wysteria. Former #1 nations like The Grendels, Isla Vista, Koffee, and The Centauri also reside in Wysteria. Forest has no #1 nations.

But if by issues playing, you mean issues writing, yes Forest is your best bet. Three issues editors reside in the region: Ransium, Candlewhisper Archive, and Zwangzug.

Consider Aenaroth. It's lead by the democratically elected Steward, which is essentially equivalent to a president. There is an all citizen legislature as well, to pass laws and vote on important issues. Technically the founder reserves the ability to dissolve the government, but it's more a situation similar to Canada's Governer General.
Aenaroth has a defender gameplay military, which I formed taking the couple years of experience I have defending into mind.
The region also has a large section for roleplay, for those interested.

I think New United Kingdom is a great fit for you if you're still looking. We have a medium sized population, we all get on, and it is very easy to join the government. There are only 5 Members of Parliament. We also have a few roleplays, but the primary focus is on gameplay. I think you'd love it, check it out!

You could try joining my region, Oroqus, which is a relatively new 20+ populated region that has military & government in the process of being set up. There is off-site communication, though, but it's all up to you whether you'd like it or not!

Also, we have a Discord server and offsite forums, but nobody uses the forum and the Discord server is much easier to stay updated on than a forum.

The Region That Has No Big Banks has a very active Discord Server which we use as primary communication, aside from major announcements and RP on the RMB. We have international RP that would fit your limited time I believe as well. No need to be WA in our region, we've already got a high endorsement rate for our delegate

Well NationStates World Regions almost has everything you're looking for but we're based on Earth. We have been open to "different" things, for example we had no problems allowing Italians in China but if being on Earth is a deal breaker so be it. Either way, hope you find what you're looking for.

I can solidly recommend Arda en Estel - we have a number of active RPs both modern, past, and fantasy which we can slot your nation into, a not-too-large yet highly active community, and I can assure you that both the Discord server and the Regional Government are strictly optional when it comes to having a good time.
