Would it be against the rules if three seperate nations under different people formed into a federation (like Yugoslavia?)

Well, you can roleplay whatever you like; it's just not possible to do anything like that in the game...

If you're talking Gameplay, you can form a region with as many people as you can get.

If you mean in RP, that's certainly doable. Due to population equaling advantage, playing three of your own puppets as one is generally frowned upon unless you tell a really good story, but since there'll be a distinct player for each of these nations, you shouldn't run into those objections.

There are 3 players, one for each nation. And this is RPing. Not outside of it.
