Typically not a smart idea to announce to the world that you'd resort to out of game harassment and cyberstalking to get an edge in a browser game.

Quite. Anyone being harassed outside of Nationstates is encouraged to report it to whichever service the harassment is taking place on. We cannot do anything about someone's Skype shenanigans, however I am sure Skype can. If obscene material is being sent to minors via such tools, reports to law enforcement can be filed here or here, Google can turn up other options. Speaking from past experience in working with these agencies in my capacity as a mod, they can be very good at tracking distributors down, even those who are hiding behind proxies or VPNs.

"The Black Riders" were a top-tier raiding organization before their region went founderless with Halcones' deletion, and Gest moved the organization to DEN in order to revive it and write another chapter in its long history. Now the former region sits in the hands of an ally TBR had back before it fell; The Black Hawks.

This? These "Black Riders"? They're made up of outcasts, noobs, and a certain flamboyant Iwaku founder that's basically everywhere. Their Skype chat group is a cesspool comparable to NS's banned link sites. Key members admit off-site to working with Frak every now and then just to remind everyone that might care that the mods can't do shit with off-site evidence. When they do get past their own immense handicap of flaws and manage a tag raid with their truly fierce skill, they spend the time in-between trying to bait other people.

I was proud to be a member of The Black Riders.
I am proud to call The Black Riders' old region my main nation's home.
If I had to choose between joining "Black Riders" and flying off an 11-story roof, I would say "Push me".

How I allowed y'all to fool me into thinking you could make anything but a gigantic mess out of this, I don't know. Guess part of me wished TBR was alive again and thought you might be doing it, even though my better judgement always told me this was all soulless, immature bull. For once I actually agree with you on something 100%, Syl. These "Black Riders" imitating TBR and turning it into something atrocious is disgusting. I can not support anything this organization does.
