Yes you can name them in your nation page ( Herrebrugh ) And you get them after a population limit. Not shure what the pop limit was though.

Also I don't recall getting an issue about it ... I just got a telegram telling me I could put them in now. Is that what you (FP) meant, or has the system changed very recently?

There are three thresholds, because there's an issue about 'National Religion' as well: one's 250 million, the next is 500 million and the third is either 750 million or 1 billion, but I forget which is which.
If you choose the right answers, then you get the TGs saying that you can name them...

Ahhh! I see now! That'll be why I've got no 'National Religion', since I give religion ₡0 funding, despite having population >1 billion.
