I think there was a thread somewhere in the national factbooks area where they give you the codes and how tos around the forum to tag them.

Oh, you can't do that. Regional recruitment is done on a mass scale, everyone gets your TGs, it's just their choice whether they decide to join you or not.

Your responsibility is to make your recruitment TG very seductive and attractive so you'll get an easy yes.

Tagging of specific regions is allowed, but most regions who are targeted retaliate with their own, and it won't win you any friends.

I'm not sure about the rules, but it is possible with stamps.

1. Add the region you want to target to your Dossier.
2. Open up your "New Telegram" page and click the little arrow to get a drop-down menu.
3. Under "Add", add the region you just added to your dossier. Be careful, though, this will send a TG to every nation in the region.
4. Type your telegram (or use a template like I showed you) and send.

Also, if you want to send to only new nations, you can do that too:
1. Follow Step 2 as described above.
2. Under "Add", click on "Special". This will give you a drop-down list.
3. Click on the one you want.
4. Repeat Step 4 as above.

Sending a telegram to an entire region is easy: 'region:[name]'. So, for Europe, 'region:europe'.

Also, if you want to send to only new nations, you can do that too:

'tag:new[x]' -> tag:new5000 sends telegrams to the next 5000 new nations.
