Lowering Tax Rate

I'm trying to lower my nations income tax rate (100%) and no matter how many changes I make in the issues, it dosn't move. I was wondering if there was anyone who would be willing to help me, give me some advice things like that. It would be greatly appreciated. Either post your tips here or TG them to me.

Anyways, you have to wait for an issue to lower taxes, or you have to become a dictator.

Generally if you stop giving out money to people, or nationalizing things, funding your cops etc, generally the tax rate will lower.

Also, it's possible for your taxes to be MORE than 100%, even though it says 100%. If that happens, you won't see the reduction until it gets under 100% again.
