For your flag, MS Paint is really good enough in most cases, or Photoshop if you want to get fancy. No real good "generators" out there that I'm aware of.
For maps, try Fractal Mapper 8. You can find it on Pirate Bay. That's what I used to make my map.
OOC: Fanaglia is a steampunk nation; whenever I post IC, I'm posting from 1886. That, or from some sort of weird time rift in which my characters don't realize they are in fact 127 years in the future.
