Not sure about what to do about my mail system

I just got this issue asking if i want to nationalize or privatize my mail system in my lobster country. I am trying to go for a compassionate green-anarchist nation. I am not quite familiar with mail politics so which one would be closer to green-anarchy?

Neither option is anarchic, but i'd choose privatization.
