Yes, though LD is being hard on himself. He could have said "none were defended" or counted it as more like /60 because of ones we did not jump on for various reasons. He gave the worst possible assessment

The Mallard sat on its platform, its gleaming exterior almost painful to look at, despite the dimmed lighting of the station hall. The fastest steam engine England had ever seen, the papers heralded. It was a point of national pride to many, and today was to be its maiden voyage. With hours yet to go before she was to set off, the machine's crew slowly filtered towards the platform- but something was amiss. A small crowd of employees began to form around the doors, one or two attempting to pull them open, but to no avail. Somehow, they had locked themselves overnight.

After several minutes of hubbub, the train's engineer finally appeared on the scene, wielding a crowbar. Wedging it into the engine compartment's door, he gave it a heave, prying the door just open enough to disengage the locks. Climbing inside, he turned towards the driver's chair, only to see a large bird perched atop it, glaring malevolently at him. Primal fear taking control of him, he backed away, stumbling and falling rear-first onto the platform. Before he could do so much as recover his footing, several other birds pressed into the entryway, closing a door they by all rights should've been too small to close. And then, the horn sounded, deafening within the confines of the station. Gouts of steam plumed out of the engine, and it began sliding forwards, crew and gathering spectators alike watching, astonished, as the Mallard accelerated into the distance.

The train would be reclaimed several days later, hundreds of miles away and interiors liberally covered in feathers. No one knows how the hawks in question commandeered the vehicle, or even why. All we do know is that this band of avian hijackers would never be seen again, despite many efforts to track them down.

Via exploiting said lack of region security, and demonstrating what happens when you leave your World Assembly Delegate Executive in a foundered region. In the real world this is called ‘penetration-testing’ and is quite expensive, so you also nicely get this security lesson completely free.
