I am not quite sure what you mean by this, but if you are talking about Rai spending over 4 months in the region while posing as a native, earning their trust, obtaining border control access, etc... well you're not wrong. It's called dedication.

Young fella, the only disagreement TWP would have with the council of Hawks on this matter would be who gets to be point, trigger, and what the first line in the WFE would be.
