Civil Rights Ratings

Is it just me, or has anyone else noticed that it's far easier to affect one's political rights ratings in terms of raising them, whereas it's very hard to nudge the civil rights ratings upwards?

I have played this game for years and I realize that each issue affects rights ratings either lots, somewhat, or little, but considering the number of pro-civil rights issues I've passed, it's quite hard to raise them upwards without say, legalizing cannibalization.

Has anyone else noticed this seeming difficulty of raising civil rights vs. political rights?

Perhaps I need more booze.

I suppose it would just be easier to start out with great civil rights and avoid passing measures that would limit them too much.

Start out? About five years too late for that! (Probably longer than five years.)

And I do avoid passing measures to restrict them, within reason.

My point was: I am passing a great deal more measures to RAISE civil rights than those that limit them, and still, my civil rights rating only creeps up marginally, if at all, whereas when I increase political freedoms, they increase a great deal faster.
