Tyranny by Majority?

Hello good sirs/ladies, I am seeking a nation of the variety: "tyranny by majority" but cannot seem to find one, despite looking for hours through countless forum posts. If you've got one or know one, could you please reply to this so that I can look at it?

It's one of the rarest categories. There are less than 500 in game. NewTexas has a site (NSDossier) that is helpful in these scenarios.

I was a former tyranny of majority.
The Democratic People's Republic of Korea is a genuine workers' state in which all the people are completely liberated from exploitation and oppression. The workers, peasants, soldiers and intellectuals are the true masters of their destiny and are in a unique position to defend their interests.

As far as I know, you need total communism, low civil rights, and very high political freedoms.
In=character, Kaboomlandia is a World Assembly member and abides by its resolutions. If this nation isn't in the WA, it's for practical reasons.

That's one of the reasons why it's such a rare classification.
In fact, most of the low civil rights and high/moderate political freedoms are on the low end of frequency in NationStates because of the fact that civil rights and political freedoms can (sometimes) be interchangeable when it comes to issue-making.
