Charter of the United Regions Alliance

Greetings fellow members of the United Regions Alliance.

I am posting the proposed Charter for the United Regions Alliance here on the Nation States forum so all members of our member regions will have the opportunity to comment, make suggestions, and see the direction that the URA is taking. Please comment bellow with suggestions and ways it can be improved.

The United Regions Alliance


Article I. The Secretariat

Section I. The Executive authority of the United Regions Alliance shall be vested within the Secretary General of the United Regions Alliance.

Section II. The Secretary General shall be assisted by a Cabinet called the Secretariat. The Secretariat shall consist of the Assistant Secretary-General of Interregional Affairs, the Assistant Secretary-General of Security,and the Assistant Secretary-General of Administration.

Section III. The Secretary General shall be considered the Commander of the Peacekeeping Forces of the United Regions Alliance. The ASG of Security shall be the second in command of the Peacekeeping Forces.

Section IV. The Assistant Secretary General of Interregional Affairs shall be vested authority regarding regions wishing to join the United Regions Alliance, developing interregional roleplaying and cultural activities, and promoting activity within the alliance. During times in which the General Assembly, the ASG of Interregional Affairs, upon the advice of the Secretary-General, accept or deny membership to the URA.

Section V. The Assistant Secretary General of Security shall be considered the second highest commander of the United Regions Alliance Peacekeeping Forces. They will be granted authority in the establishment of protocol regarding the security of the alliance as well as the development of the Peacekeeping Forces.

Section VI. The Assistant Secretary General of Administration shall be delegated the responsibility of recording all the activities of the United Regions Alliance. They will also be delegated administrative powers on the off site forum page to conduct administrative requests made by members.

Section VII. The Assistant Secretary General of Justice will be in charge of the Judicial Courts of the United Regions Alliance. They shall be the official representative of the United Regions Alliance in all cases, unless he/she is is the opposing party in which case the Secretary General shall appoint a representative.

Section VIII. The Secretary General and all members of the Secretariat may be removed from office by impeachment from the General Assembly.

Section XI. The Order of Succession to the Secretary General will 1. ASG of Security, 2. ASG of Interregional Affairs, 3. ASG of Administration, and 4. ASG of Justice.

Section X. Each position will be up for election to serve a 90 day term.

Section XI. The Secretary General shall deliver a State of the Alliance Address to the General Assembly every month detailing the status of the United Regions Alliance.

Section XII. The Secretary General shall nominate members of the United Regions Alliance to fill vacancies in the Secretariat or the Judicial Court, and these nominees must be confirmed by the General Assembly. These nominees will serve in the full capacity of the position appointed until the next scheduled meeting of the General Assembly, where they will be confirmed.

Section XIII. In the event that the Administrator cannot be contacted, the Secretary-General with the advice and consent of the Secretariat and General Assembly will have the authority to establish a new Region page and forum to serve the United Regions Alliance.

Section XIV. Elections will be conducted by the Administrator of the United Regions Alliance, or in the event the Administrator cannot be contacted the Secretary-General. The Administrator or the Secretary-General shall inform the URA 7 days before the end of the 90 day term that elections will be taking place. The Administrator or Secretary-General will establish a thread for members to register to run for an office. Voting in elections will be conducted for 24 hours. At the end of the 24 hours, the Administrator or the Secretary-General shall certify and announce the winners of the election. The newly elected members of the Secretariat will immediate take an oath of office and assume their duties.

Section XV. The Oath of Office "I, (name), do solemnly swear to uphold the office that I was elected to, to faithfully and dutifully execute the office of (office elected) of the United Regions Alliance, and swear to protect and defend the Charter and Treaty of the United Regions Alliance."


Article II. The General Assembly

Section I. The legislative authority of the United Regions Alliance shall be vested within the General Assembly of the United Regions Alliance.

Section II. Each member region of the United Regions Alliance will have 1 seat within the General Assembly.

Section III. The Secretary General shall be the head of the General Assembly. He/She shall have no vote in the General Assembly, except in the case of a tie

Section IV. The Assistant Secretary General of Administration shall keep a record of all votes, resolutions passed, and documents issued by the General Assembly.

Section V. Elections shall be held by the General Assembly. The General Assembly will vote regarding the election the Secretary General and the Secretariat.

Section VI. The General Assembly will vote regarding the admittance of new members to the United Regions Alliance by a majority vote.

Section VII. A Resolutions requires a motion and a second to be brought to a vote. Once a Resolution is brought to a vote, a majority vote of the voting regions is required to pass Resolutions with the exception for Resolutions meant to amend the Charter or the Treaty, or impeach the Secretary General, the Secretariat or members of the Judicial Court.

Section VIII. The General Assembly is vested the authority to impeach officers of the United Regions Alliance, including the Secretary General, the Assistant Secretary Generals, the justices of the Judicial Court, and all other officers of the United Regions Alliance. A 2/3rds majority vote is needed for impeachment.

Section IX. The General Assembly will be required to approve of all appointments of the Secretary General by a majority vote.

Section X. The General Assembly will have the authority to dissolve the United Regions Alliance by a ¾ majority vote of all member regions. The Secretary General will be ordered to implement the dissolution of the United Regions Alliance within 10 days after the vote. In this 10 day period, the General Assembly will be allowed to rescind the order of dissolution by a majority vote of all members.

Section XI. The General Assembly of the United Regions Alliance will adopt procedure to govern the inner workings of the General Assembly as long as it does not conflict the Charter of the United Regions Alliance.

Section XII. The General Assembly will meet at least once a month. The Secretary-General may at any time call for a special session provide he/she submits an agenda with the call of assembly. Only the topics on the agenda will be discussed. If 3 member regions ask the Secretary-General to call as meeting, he/shall be compelled to do so. If the Secretary-General fails to, it shall be the duty of the ASG of Interregional Affairs to inform the members of the meeting. Additionally 2 members of the Secretariat may vote to call a meeting of the General Assembly.

Section XIII. The General Assembly at any regularly scheduled meeting, may vote to establish a Security Council. IF the Security Council is established it shall be be comprised of 4 member regions, the Secretary General and the ASG of Security. The Security Council will elect a president who shall only serve as a spokesman for the Security Council and moderate the debate. Each member will be granted 1 vote. Any Resolutions passed by the Security Council will be considered non-binding recommendations for action by the General Assembly. The Security Council will only handle security matters of the United Regions Alliance, resolutions related to any Peacekeeping Forces and recommendations to the United Regions Alliance

Section XIV. Regions who wish to apply to join the United Regions Alliance, must contact the ASG of Interregional Affairs. They will guide the region through the application process. If the region is wishing to join during the recess period of the General Assembly, the ASG of IA with the advice of the Secretary-General, either accept or deny the regions membership. If accepted during the recess the region will be granted observer status with the full rights of membership, with exception of voting. Full membership will be granted at the next session of the General Assembly. In the event that the ASG of IA denies a regions application, the region may appeal the decision at the next meeting of the General Assembly. The General Assembly will vote to accept or deny a region’s acceptance.

Article III. The Judicial Court

Section I. The Judicial authority of the United Regions Alliance will be vested into the Interregional Judicial Court.

Section II. The Judicial Court will consist of 3 Justices. These justices will be equal in power regarding all issues.

Section III. The Judicial Court will hear all cases in regards to the Charter, the Treaty, grievances of members against another member, issues of the URA towards a member or grievances of a member against the United Regions Alliance.

Section IV. Justices of the Judicial Court will be nominated by the Secretary General, confirmed by the General Assembly and shall serve as until they resign or are removed.

Section V. The Judicial Court will adopt procedures for filing a case, and operation of the Judicial Courts as long as they do not conflict with the Charter.

Section VI. Each Justice will be required to write an opinion regarding the case. The opinions will be allowed to be viewed by the public.

Section VII. The Secretary General will appoint an Attorney General to represent all cases in which the United Regions Alliance is a party.


Article IV. Amendments to the Charter

Section I. The Charter of the United Regions Alliance may be amended by the General Assembly with a ⅔ rd majority of all the regions.


This Charter is based upon concerns raised during the past few weeks and based upon suggestions from several regions in the Regional Message Board.
