IC RP at the regional civil headquarters, allowed or not?

Is lodging IC RP messages on matters related to the region or WA, prohibited on the region civil headquarters? (as our officials did here: http://www.nationstates.net/region=africa)

I'm not a mod, but I can tell you that there's no game rule against IC (or OOC) posts on a regional civil headquarters. Regions can be as IC or OOC as they choose. Regional leaders may attempt to demanding that no (or all!) posts be IC (or OOC!), but the enforcement of such regional codes of conduct is completely up to the regional leaders who set them.
