Why is my economy rating going up?!?!?

If I understand correctly, the "economy" rating is measured by the strength of the private sector, which, of course, CANNOT exist in any civilized society.

For the past few days, it's been mysteriously going up. It first started going up when I decided to send aid to countries in need (how the heck does that improve my economy?).
What's going on?? If this keeps up, I might lose my status as a Left-Wing Utopia / Liberal Democratic Socialists (I bounce back and forth between the two, although I want Left-Wing Utopia)...

I am not a traitor to my country - I have not been selling my government out to the private sector!


But in all seriousness, I haven't even gotten any economy-related issues lately, except for the one time I helped the hobos get jobs, gave mothers 6-month maternity leave, and squished the injustices of inheritance. None of which would have benefitted the private sector. Check my report.
