Nothing I know specifically, usually it comes at 500 million (if I recall correctly).

I don’t think so. From what I recall, the first “perk” is at 250m or so when you’re eligible for the capital issue. Then there’s 500m (full customisation of pretitle), ~750m (leader issue), and 1b (religion issue).

500 million also lets you submit new issues.
