There's no way to brainwash every NS nation into joining your region. You can advertise your region, or just wait.

But seriously. Running a region is tough. You need to have something to offer to people that will make them want to join -- engaging roleplay, an active military, a fun community. Managing that is quite challenging. You may be better off first hanging out in another established region, getting more experienced, then using that experience to found a region.
