I agree 100% I do believe its okay if the regions are at war, but thats kind of a given

If OP means RP war against a nation, yes. If OP means raiding a region, then the answer is what the other people said.

It's awfully hard for one nation to raid a region. He said "another country" though, so hmmm.

You know, that isn't really the definition of "raiding". I mean, password protection and banjecting the natives are both just deplorable tactics of raiders -- and by no means the definitive point of raiding.
