Can a country reject a reasonable war declaration?

If the declaration is completely, without question warranted, can a nation reject it...Isn't that god-modding.

It depends.

Roleplaying on NationStates is meant to be collaborative. If you have a story you want to tell and you don't want random declarations of war, if you think the player declaring war on you is a Godmoder, or you just flat out don't have time to RP a war, you can ignore it.

However, if you want to ignore a legitimate declaration of war, be prepared to explain to a bunch of bewildered RPers why, or you may find your reputation taking a hit.

If it's someone you ignore and that player knows you ignore him, it might fall under the category of griefing. In that case, create a thread in Moderation linking to the thread. Bear in mind, I'm not a Moderator, so I'm not entirely positive that it would fall under that category. In fact, it may need to be part of a consistent pattern of such behaviour to fall under that category. At the very least, if you ignore a user and said user doesn't respect that, a Moderator can tell him or her to leave you alone.

I figured. A nation refuses to go to war with me even though every RPer in the forum thinks my reasons are warranted. I suppose I'm doing enough damage to their reputation right now...

Does the nation in question do any 'war' RPs? Maybe that just isn't their thing...
Is the nation in question firmly located within a regional map which means that you aren't as close to them geographically as many 'war' RPers seem to assume all nations are?
Basically, nobody has to fight wars unless they're willing to do so.... although if your claimed justifications for this war involve RPed actions by them then you might have a valid point...
The Confrederated Clans (and other Confrederated Bodys) of the Free Bears of Bears Armed
(includes The Ursine NorthLands) Demonym = Bear[s]; adjective = ‘Urrsish’.
Population = just under 20 million. Economy = only Thriving. Average Life expectancy = c.60 years. If the nation is classified as 'Anarchy' there still is a [strictly limited] national government... and those aren't "biker gangs", they're traditional cross-Clan 'Warrior Societies', generally respected rather than feared.
