I have no idea why this is in gameplay. Are you after a discussion on our real-world positions, or what our pretend countries think about it. Either way my answer is no, and you need to at the very least add your own opinion.

Yes, and I don't know about the second question because our men are valuable for their beauty, strength and health (for successful births for a bigger population). but they have no place in leadership or power in this empire
