This raid was planned and executed by Jakker of The Black Hawks, Christopher Bishop of The United Imperial Armed Forces and Consular of The United Imperial Armed Forces. Jakker had been sleeping in Canada for over a year. Someone from The West Pacific had been sleeping in Canada under the direction of Bishop and Cassius. Once it was discovered that both were in the region, The Black Hawks worked alongside UIAF to prepare and execute the raid.
