How to find/prevent puppets in a region?

On the surface, one can't really tell. Some people are good at hiding their identities through puppets, some aren't. But in general, most "puppets" are on vacation mode and log in just before their nation dies off. That's not always the case though. Most define puppets as any nation other than their main nation. If that's the case, then unless they reveal their identities or clearly act as the person does, it's difficult to tell.
