Even if people only send puppets along, they're still being asked to split their time between their "home" and a new region in what amounts to a fair degree of risk (in terms of lost time) for very little reward.
Basically, you'd get more interest (I think) if you advertised a key concept or a key theme which you wanted to build a region around, and started from there, rather than beginning with a totally blank slate.
