I think the problem is that it's kind of (by which I mean incredibly) vague.

Realistically, what you're asking people to do is leave their current region, where they may well be comfortable and/or highly involved, for the sake of founding a new region with an individual they know nothing about, with no strategy, key concept or end-goal as of yet. Even if people only send puppets along, they're still being asked to split their time between their "home" and a new region in what amounts to a fair degree of risk (in terms of lost time) for very little reward.

Basically, you'd get more interest (I think) if you advertised a key concept or a key theme which you wanted to build a region around, and started from there, rather than beginning with a totally blank slate.

I haven't created it yet. I am just trying to get ideas.
