I will be updating the post when the algorithm and complete set of rules are established. Modifications can be made at any time. If you begin a Combat Forum, please link the forum to this page. If you are not part of The Coalition, rules on notifying founders and such are to be discarded, but makes large scale warfare terribly hard without a means to regulate it from a hub. Please read the rules, and give any suggestions, question, comments, or concerns below!

Total War Points
The above algorithm dictates your nation's starting amount of war points when beginning an engagement.
Section 2
Puppets may not engage in statistical warfare unless acknowledged and allowed by both parties.
Section 3
In the case of engaging multiple parties in a war-
In the case of multiple nations engaging each other on either side the alliances will merge war points before proceeding to engage.
In the case of multiple nations engaging a single nation, (ex. 1 vs. 3) nations will engage individually, starting with the nations with the most war points. If your nation loses an engagement, your nation's war points are depleted by half of the opponent's war points. If your nation wins, your nation's war points are depleted by 1/10 of the opponent's war points.
It is advised to keep a calculator handy.
For example-
1 vs 3
Nation 1a with 1000 war points engages Nation 1b with 800 war points.
Nation 1a wins, but loses 80 war points.
Nation 1a then with 920 proceeds to engage Nation 2b with 600 war points.
Nation 1a wins, but loses 600 war points.
Nation 1a then with 860 proceeds to engage Nation 3b with 900 war points
Nation 1a loses, and loses 450 war points, but as the engagement is over, it does not matter.
Nation 1a is left with 410 war points, but the war points reset back after engagement ends.
Section 4
COMBAT FORUM RULES
A combat forum is a high-stakes statistical battle between multiple nations, resulting in many changes to one's nation. Before engaging in the COMBAT FORUMS-
Send a formal declaration of war out to the nation via telegram, the same declaration over regional chat, and wait for a reply. If the declaration is accepted by the opposing party, send a telegram to the regional founder stating you are to go to war. Create a forum containing the names of the participants, and then re-state the declaration and terms of defeat over the forum. No reply is needed. Then proceed to post War Point statistics against the opposing nation.
To take a nation from an opposing alliance, 1/2 of the alliance must be defeated, including the nation to be taken.
To defeat and take an opposing alliance, all of the alliance must be defeated.
In the case of a win over a nation (or multiple nations), that nation is added to the winning nation's alliance, 'war bonds' are gained, and legislation can be altered by the winning party. A detailed description follows below.
Losing nations will support the winning nation in an alliance with war bonds until the nation either wins independence from the nation's alliance or is taken by another nation/alliance.
(OPTIONAL:Stated in the declaration and terms of defeat)
2 issues from the defeated nation(s) must be presented to the winner (via copy/paste of the issue's test) within 24 hours, and the winner may decide upon the legislation passed. This may occur indefinitely until the nation is relieved of the alliance, if it stated in the terms of defeat. This is a high risk action. Those who do not hold to their terms of defeat may be banned or reprimanded.
