How do you identify new players as new players?

Oh also the first few days were banjections, the plan was to clear the ban list every few days (manually so as to not remove actual threats) however I came up with a better policy of ejecting first and then banning if they keep trying to return without responding to telegrams or identifying. So I don't have to manually clear the old nations off the ban list anymore. Hope this clarifies the lazy reporting. =P
