Embassy Introduction

Welcome to the Lazarene Embassy! Here, members of the international community can discuss anything Lazarus related. Updates, announcements, news articles, and basically anything having to do with the brilliant community within the region will be posted here by Lazarene officials. Everyone is welcome to take part and discuss these publications in this thread, and we encourage everyone to do so.

Regional Introduction

Lazarus is one of the oldest regions within NationStates. We belong to the sinker classification. What is a “sinker” you may ask? Well, excluding The Rejected Realms who shares in this classification, it is one of currently three regions where nations are brought back to life. Sinkers are all "game created regions," which where created by the administration of NationStates. We are the oldest of these three regions and have inherited the title of “Mother Sinker,” because so. If you have ever let your nation expire, there is a good chance you have already visited our emerald domain in the pasted.

  • Community: One of the great traits of the region would have to be the awesome, laid back community within it. We have some of the most interesting individuals to every set foot in the game, and we are proud to say so. Everyone is friendly, and the region conveys one of the most alluring charms that comes from the individuals within it. Comrades in arms, we march together as a community towards our goal of harmony!

  • Government: A type of socialist themed government administers the region. The Delegate is called the Chairman and holds complete authority regarding regional affairs but is responsible to the People's Congress. The People's Congress is the legislative house within Lazarus. All citizens elect them once every six months with no term-limits. The second house within Lazarus is the State Council, which is composed of governors appointed by the Chairman for the regional party. Members within this house are responsible for drafting and managing regional policies.

  • Embassy Policy: If you are interested in opening up regional embassies with Lazarus, you must read the following and make sure that you have the specified qualifications to maintain an embassy on our forum: Embassy Request Thread. We do not typically accept in game embassies right off the bat after a forum embassy is created and like to wait until a few regional updates have been posted from your region to decide whether to grant the privilege.

Yeah, sorry about the against vote earlier. One of the proposal's campaigners and I went a little toe to toe, but the issue was settled.

Lazarus Signs Treaty With Balder

Treaty of Copenhagen

Preamble

We, the regions of Lazarus and Balder, in the interest of regional security, continued stability, and prolonged friendship, hereby enter into this pact to ensure the safe and continuous development of our parallel states as Sinker brethren.

Article I: Non-Aggression Between Signatories

  • The parties will recognize the constitutional governments in force at the time of ratification of this treaty as the sole legitimate governments of their respective regions and will not undermine or attempt to overthrow the other's regional administration. In the event of an unlawful attempt to overthrow either region's government the other promises to provide aid in any form available, military or otherwise.
  • Both states agree to a peaceful military relationship with one another. Any domain occupied by either military force, whether for training purposes or regional conquest, will be recognized by the other and therefore will refrain from interfering unless the occupation of said domain is considered to directly hinder the relationship between another regional ally or friend.
  • The Signatories agree to share any intelligence relating to the security of either state. This includes, but is not limited to, known invasion plans, spam attacks, or any other type of forum sabotage.
  • Both regions agree not to conduct any form of intelligence operations inside the other’s region.

Article II: Cooperation Between Signatories

  • The signatories agree to host embassies for one another on their forums, regardless of regional requirements to hold said embassy.
  • The signatories agree to cooperate in the organizing and hosting of cultural events.
  • The signatories may cooperate on military training exercises, however this is left to the discretion of the governments of both regions and is not mandatory.
  • Administrative help and knowledge may be requested between regional forum administrators in regards to forum lay out, coding, scripts, etc.

Article III: Defense of a Signatory Region

  • Should the direct security of the region of Lazarus be threatened, Balder will provide military and diplomatic aid at the request of the government of Lazarus.
  • Should the direct security of the region of Balder be threatened, Lazarus will provide military and diplomatic aid at the request of the government of the Balder.
  • The above clauses apply only to the NationStates regions of Lazarus and Balder. Any further military aid is left to the discretion of the governments of the signatory regions.

Article IV Termination of Treaty

  • If a signatory region wishes to terminate this agreement they must give five days notice on the forum of the other region.
  • Termination of this agreement shall not be seen as an act of war or hostility.

In the effort to improve the already friendly relationship maintained between our two regions, discussions for a regional treaty began just a few weeks ago. There were relatively short and it was off to voting. Both regions passed the treaty with little to no trouble. Hopes for an event more cooperative future are brighter than ever and the progression towards stronger sinker unity continues.

Summer Lull

Not much to say and not much to do. The summer days continue to pass by slowly here in Lazarus with the typical Lazarene seen waking up at 1pm to start their day and having it end whenever sun comes up and the cokes run out. The hot and humid air rolls over much of the region; air-conditions on full blast in every Council members’ car as they head to the emerald camber to vote on another council application. In the Delegate’s Palace, most of the royalty have been fighting the heat with the nearly endless supply of green tea delivered by the truckloads daily. Phoenixes, which roam the land freely in the millions, have migrated to the most southern parts of Lazarus to escape the temperatures and avoid their already fire-lit wings from catching more fire. The government has issues “Summer Lull” warnings and has begun broadcasting ways to beat the boredom in an effort to combat this lull-ness. Nerds down in technical have suggested that the government season up the forums with summer flowers and swim trucks but it was quickly dismissed as being “kinda weird.” The days continue to move by hot and slowly but the region has buckled in for the regional Summer Lull.

Things That Have Happened These Past Months

  • FRAVision: Lazarus successfully held FRAVision in May. Since Viktoria Gryfynn, long time Lazarene and royal family member, won the contest on behalf of Lazarus last year, we were given the honor to host it for 2013. After screwing around with the forums and planning with representatives from the FRA, the contest went on without any issues.
  • Balder Treaty: With rumors about Rach and Feux running all over the place, we figured "Why not make them worse?" So have some short discussion and plenty of treaty drafting, Lazarus and Balder entered into a formal alliance on May 22 when the Emerald Council approved the treaty.
  • Cabinet Changes: Some small changes to the Emerald Cabinet were made by the King back in April. Stujenske, regional regent, was moved to the position of Internal Commissioner after serving some time as Exterior Commissioner. The position of Exterior Commissioner was filled by Heronlords.
  • Regional History Project: Some front has been made with the regional history project, taking old records and typing them out into a complete history of the region. The project is predicted to be finished soon and will be posted in the culture office as well as the regional NSWiki.
  • King and Security Council: The Phoenix King has passed a total of four Security Council resolutions since taking office. King Feux said "Some have been easier to pass then others but it has all been good fun."

If anyone feels like serving as the editor-in-chief of the Lazarene Gazette or is curious about the possibility of doing so, I encourage you to shoot me a telegram.

We're currently looking for a literate human being and/or narwhal who is willing to dedicate themselves or their family to building the media apparatus of Lazarus. Thank you.

NPO CELEBRATES ITS TENTH ANNIVERSARY

FRANCOGRAD, THE PACIFIC — The New Pacific Order is celebrating its tenth anniversary; an enormous feat for any feeder government surely, but even more so for this government given what controversy and opposition it generated on that fateful night on August 28 when Francos Spain took the delegacy and created this institution which has, remarkably, changed little but grown so much (if that makes sense?) over the past decade.

Over time, the regime would repair relations with the interregional community and those natives of The Pacific who originally opposed The August Revolution. Since then, The New Pacific Order’s legitimacy has been, for the most part, unchallenged and it’s been seen as many as the most successful example of autocratic-meritocratic rule in NationStates.

Quite a lot appears to be happening for the celebrations on the Regional Forum in the form of various forum games; Krulltopia has chosen to fly the original NPO’s flag as the regional flag of The Pacific, but also included links to all of The New Pacific Order’s forums from the past decade in the region’s World Factbook Entry. The United Defenders League has also unveiled an 80-ton statue in The New Pacific Order’s honour; public officials from The New Pacific Order appear to be receiving the gesture well and have said they plan to put the large war memorial in downtown Francograd where it will reside forevermore. A mean old man swept the statue thoroughly to ensure that troops were not hiding inside it and found no signs of a threat.

However, the big story of the day is the return of The Pacific’s founder, Francos Spain; many consider him the most known and controversial player in the history of NationStates. Few players have changed the game quite as much as Francos Spain. Francos Spain’s nation was last seen in NationStates on The Day of the Fallen Soldier in 2004, when his nation ceased to exist in The Rejected Realms. Perhaps this is a chance for the hero to return and pass peacefully where his nation always belonged? Who knows at this point. In the meantime, a WA Commendation was swiftly drafted and submitted by A Mean Old Man, with co-authorship credits going to Mahaj and Milograd.

Another beloved, old NPO member, Sir Paul, whose efforts in NationStates journalism have inspired and captivated many for years, produced a youtube video of a “Decennial Sing Along” for The New Pacific Order. Calls to get Sir Paul back into NationStates have already started, though it's uncertain if he'll hear them or not.

Nonetheless, you really get a sense from the buzz in the region and the nostalgia shining through the words and images here in Francograd that The New Pacific Order has been a deeply beloved home to so many people and that this is their moment to reflect and revere. For example, one long-time native and Regent, Rothinzil, says they’ll be flying their NPO Flag outside in their real-life garden to celebrate Revolution Day.

On that note: The Lazarene Gazette would like to congratulate The New Pacific Order and especially recognize the spirit of players like Rothinzil, who make NationStates a much better place. For these next few days, all the eyes are on the Mother Feeder. It’s enough to make a man turn into a fangirl and shout “HAIL!” sporadically. Many already have, in fact.

We will be keeping you covered on this developing story. The New Pacific Order will celebrate the anniversary of its public launch on September 1st, along with The United Defenders League which was also launched, coincidentally, on September 1st.

ADMIN CONFIRMS GAME CHANGES: PROMINENT GAMEPLAYERS SET UP BUNKERS

Image
Feux's simple bunker is prepared for the impending Gameplay changes.

THE WORLD — Months after the Gameplay Summit on R/D ended, players and spectators alike are now eagerly, and in some cases anxiously, awaiting the announcement of what game changes ADMIN has in store for the world. Game Moderator Sedgistan confirmed that the changes are going to be announced by the end of this week, and that they would largely focus on the defender/raider game, with some overall Gameplay changes on the side. It is expected that a discussion thread will be opened shortly.

"The ideas have been decided upon," Sedgistan said in a Technical thread, "[and] the intention is to implement them over the next year." Many observers responded to this reassurance to their concerns about the destruction of Gameplay by purchasing bunkers in The Pacific and spending their would-be-stamp-money on non-perishable goods from Costco. The Summit grounds are expected to be closed off and turned into an archive once the discussion thread is opened.

OSIRIS BRIEFLY COUPED; CORMAC TAKES LOA

THEBES, OSIRIS — During the early hours of August 27, 2013, Cormac Stark, Pharaoh of Osiris, officially became a “rogue delegate”, ejecting citizens of his own region in a purge, putting Exshaw’s regional flags up on his nation and the region and declaring “winter is coming” in the World Factbook Entry.

Forces from The United Defenders League, Pacific Expeditionary Forces, Spiritus Defense Force and many others launched into action to defend Osiris. Tim-Opolis and Biyah became Co-Acting Leaders of Osiris at the time, while strategies to take back the region were devised. Eventually it was revealed that personal matters and grief were behind Cormac’s behavior and Cormac stepped down shortly thereafter the initial coup. In the meantime, Astarial has been appointed as the Interim Pharaoh of Osiris. Astarial did talk with Lazarene Gazette during the media scrums today and had this to say about her appointment:

“As Acting Pharaoh, I will be primarily filling a role of caretaker, and not policy-maker, continuing to focus on the agenda that the Pharaoh and I agreed upon for our term - foremost among them, increasing activity and participation from Osiran nations and citizens, and rewriting the Book of the Dead during our ongoing constitutional convention.

Our thoughts, and mine especially, are with our Pharaoh at this time. We hope that he will find some solace during his temporary leave of absence, and await his return to the functions and duties of his office.”

This is the third time that Osiris has been couped; the first by a coalition led by Biyah and other regional members, the second coup was done by a rogue delegate, Douria in collusion with Gatesville and JAL. It remains to be seen whether this third coup will put even more emphasis on the need for political reform in Osiris.

I object to the statements I made being attributed to one "Astarial". This character sounds shifty. :P

On a more serious note, I feel it is important to point out that it is the official position of Osiris that Cormac did not, in fact, coup the region.

TNIndustries (TM) also holds a significant amount of shares in the Lazarene Media Corporation, given its influence in the Greater Lazarene Metropolitan Area. We could never slight TNIndustries by only including TPG's logo.

I should also point out by way of correction that I have not stepped down as Pharaoh of Osiris, after the region declined to accept the resignation I offered. I will be returning to the Delegacy as soon as my leave of absence is over and Astarial/Detective Figs/Jakker/Severisen/Whoever is doing a fine job as Acting Pharaoh, even if her pretitle is getting a bit crowded. :P In seriousness though, I appreciate that she has taken up my responsibilities and that Osiris has been so forgiving and understanding of my real life turmoil. I also appreciate that the Lazarene Gazette covered this issue thoroughly and fairly.

Real life turmoil is no excuse when it comes to the game. Though, outside of the game and since I'm not callous, I hope all is well and okay.

Nothing. He did what he did and that is that. We all wish Cormac well, but as far as NS is concerned he did go rogue, if only for a short amount of time.

As far as Osiris is concerned, Cormac did some things which are regrettable, and which he regrets. They do not rise to the level of criminal behavior, and certainly not to the level of a coup.

The real life occurrences which led up to his actions help explain them, but do not excuse them - there is nothing to excuse.
