"THE CONCORD" NEGOTIATIONS CONCLUDE
by Milograd [SPINN Contributor] || Mon 2/4/13Room 101, The South Pacific -- After months of discussion, negotiations, and several spontaneous water balloon fights, the initial charter of The Concord has been finalized by the delegates of the South Pacific, the North Pacific, and the Kemetic Republic of Osiris. Concord negotiations took place on the off-site boards of the three regions involved in the alliance. Negotiations began in Osiris, were relocated to the North Pacific, and were concluded in the South Pacific.The Concord (CONC) is intended to be a multi-regional military, educational and cultural alliance dedicated to preserving and augmenting the strength of these communities that already maintain especially close relations with each other. While its potential initial signatories formed the group on their own, other regions are encouraged to inquire about seeking membership or gaining "associate status" with the alliance if they feel that such would be desirable.
Contrary to several uninformed claims that have been made on IRC, the timing of this organization's public announcement has nothing to do with the declaration of SovCon's founding. The Concord is in no way intended to be an "opponent" or "rival" to SovCon; indeed, the Concord's sole goal, other than those mentioned above, is to ensure that the regions of the signatories thrive and exercise the benefits of their close relationship to the fullest extent possible.
A large portion of the negotiations took place with Hileville representing the South Pacific, but Chairman Milograd took over for him during the final stage of the negotiations after being elected as the region's WA Delegate; regardless, most of the treaty had been written by the time he arrived. McMasterdonia, Mad Jack, and Milograd were the only people involved in this portion of the process. Biyah, Eluvatar, Belschaft, Lyanna Stark, Tim-Opolis, and Oliver the Mediocre made important contributions to the charter's makeup during the previous stages of the negotiations, and their valuable contributions are greatly appreciated by those who participated in the negotiations' final stage.
Votes regarding joining the Concord will have to take place in the three regions currently seeking CONC membership, albeit post-release revisions will almost certainly be made. SPINN will report the progress and results of those votes and revision sessions as they develop.
