Pre-Mahaj UDL was very recruitment driven and much more focused on achieving untrained bulk numbers for liberations than it was on training skilled defenders. That's part of the UDL's internal culture and has been for some time, it won't be easily fixed by the still relatively new Chief if it can be fixed at all.
That said, if anyone is going to be in charge of training and see any success in that area it should probably be Ravania.

I can verify Mahaj has been actively training new recruits. In addition, Ravania is taking a break from NS-gameplay. Cormac is wrong on both points.
As a note, Rav's break is because of an increased workload from his RL job.
