On a serious note, you're allowed to have as many nations as you want - but only one can be in the World Assembly at any one time.
Ha! but really why would someone want multiple nations when its very hard to keep in touch with it?!

There's multiple reasons; it helps to have multiple nations in Raiding & Defending, people may want to participate in multiple regions at once, or they may want to get more than 2 issues per day. I'm pretty sure there are additional reasons to those, as well.

If old nations that have no post suddenly show up on forums, that should raise a red flag, same with newly created nations that post the same option as an old one above it. For example, I exposed someone who was using the same puppet nations they created to populate their region casting written votes on a forum. They never posted for those nations until this particular vote came up, then they all came out of the woodwork, and you could tell by the very unique stile of writing the person was using they where all played by the same person. You don't have to be a detective to figure it out, just be observant and put the facts together.
