Further Statement on the Pax Polaris Occidens

Today, the North Pacific ratified the Pax Polaris Occidens, a mutual defense pact between our region, the New Pacific Order, and the West Pacific. This treaty formalizes the military cooperation agreement our three regions announced in our joint statement “On Continued Interregional Peace.”

Our regions remain firmly committed to meeting aggression against our regions or our collective treaty allies with the full force and might of our militaries. The North Pacific hopes that this effort will dissuade those actors who have any designs on challenging our aims or our commitment to our allies, and will be a major step in turning others away from destructive and self-destructive practices toward more sensible and diplomatic engagement with us and with all of our treaty allies. We also believe it serves as only the start of increased cooperation between our regions, not only militarily, but diplomatically and culturally as well. Questions on this matter may be referred to the Delegate, Pallaith (@Ghost#8872) or the Minister of Foreign Affairs, Hulldom (@QuatuorPlusOne#9419).

Statement Regarding Operation Ragnarok and Its Diplomatic Fallout

The North Pacific was disappointed to hear that the Brotherhood of Malice very poorly plotted to subvert our ally Balder through something dubbed "Operation Ragnarok." The North Pacific condemns this behavior and reaffirms our commitment to protecting and assisting our ally Balder. This, in our view, clearly crossed a rubicon that demands a more serious response, and that response cannot be thrown together in a short amount of time. There are other things that have become necessary, however, and we want to address them here separately ahead of more comprehensive remarks to come on this subject.

We can no longer ignore the pernicious effect of accepting accommodation and cooperation with the Brotherhood of Malice on the part of other prominent regions and organizations in the world. We cannot keep looking the other way, and permit some to shrug off or diminish what BoM is doing. In that vein, we cannot ignore the unacceptable posts made by some from Osiris, including their Vizier of Foreign Affairs, in response to the report that exposed this plot against Balder. We cannot ignore the unacceptable silence of their government in condemning what occurred, or at least respecting or expressing awareness of why it concerns not only us, but their now former-ally The West Pacific. The dissolution of that treaty finally makes clear what so many have long-suspected: Osiris is not a serious gameplay region.

It has chosen the Brotherhood of Malice over its long-standing amicability with large parts of this game outside of raiders. This is a sad day, not only because we have to acknowledge that fact, but also because this is the end of years of cooperation and community engagement and rising from a rocky and turbulent past to be a mainstay of NationStates Gameplay. TNP and Osiris were not always, or even often, on the same side of various issues, but Osiris was a major player and deserved every bit of credit and acknowledgement for achieving that through its diplomatic and social game. It crafted a unique identity and even now has been building on that. What we have seen as of late with this new pharaoh is an encouraging boost to the region’s tools, engagement, WA presence. With a similarly revamped and robust foreign affairs push, Osiris could have been on a serious rise. It is hard to imagine that now, given the path it has chosen to pursue. We lament that this has happened, because years of progress have been jeopardized for the sake of a fleeting, dustbin-doomed few who have burned every conceivable bridge, including the ones they build only in their heads. We hope this is a bump in the road, and that one day, hopefully soon, Osiris can put itself back on the track it had built for itself. At this time, however, we cannot continue to abide this course.

I have informed Pharaoh Malphe II (Hazel) that The North Pacific will be terminating its non-aggression pact with Osiris. The process has begun in our regional assembly, and I have ordered the closure of our in-game and offsite embassies with Osiris. I will briefly stress that this is not meant to be a pre-cursor to war, or to give ourselves the ability to launch acts of aggression on Osiris. When the NAP was drafted almost five years ago, it was intended to be the beginning of a new and more positive relationship between our regions. It was to create formal diplomatic ties that signaled we were serious about better engagement and cooperation. Sadly, this did not come to pass, and for most of this time the NAP has simply been an acknowledgement of a status quo that required no formal treaty to exist. We did not then, and we do not now, have any reason to engage in hostilities against Osiris. But we will not engage diplomatically with a region that has chosen to joke about, and even embrace, a plot to subvert the ally of their treaty ally while throwing away years of positive relations and struggle to be a major player in gameplay. We will not have even a symbolic form of diplomatic relations with a region that gives aid and comfort to those who seek to destroy our friends.

I am shaking right now. Thank God TNP was here to teach us a valuable lesson about making jokes regarding things that happen in GP. Horrible of Osiris to even begin to think they could be a serious GP region while they were spending their time lollygagging around and not agreeing with TNP on things. If they aren't nodding yes at TNP and aren't doing what TWP tells them (or else!) what are they even doing with their time?

Just curious, did TNP take part in any of the talks with Osiris regarding their actual feelings on Balder, or did you guys just go ahead and assume you knew what they were thinking here and throw out an announcement since TWP did one too? At this point if Osi made any announcement short of kissing BoM on the mouth they would be stupid. Lol. They're left with no other recourse. Genuinely so excited, I was positive that Osiris would do absolutely nothing about this whole BoM issue. That's not an option anymore! It is so disappointing to watch people yawn their way through GP, I can't wait to see Hazel get down to business. ♡

Oh, um, also... based, or... touching grass or whatever you crazy kids are saying these days. My bad, I'm just not fresh with the gosh dang lingo.

There will always be those who resent the influence The North Pacific wields, and even more who covet it.

I'm unsurprised to see Osiris and TNP again clashing heads, it's been this way on and off for the entirety of Osiris' lifespan regardless of the cross-over and dynamic between the ruling governments. Policies and ideals just differ. I have no clue who is running the show over in Osiris these days, and even less clue what is happening elsewhere but Osiris has generally taken its commitments seriously when it comes to GCR Security. I'm showing my age here.

So and I don't believe I'm saying this, was due diligence carried out at all stages of this response?
The only credible threat to TNP is TNPs self perspective. If it acts without consideration or appropriate introspection then it can weaken its own soft power considerably in the sphere it has dominated for the last ten years (it seems, scary to think it's been 10 years since one of the last constitutional crises!).

I am also a little unsure of whether part of the statement is genuine surprise. The Brotherhood of Malice smashed their way into GCR Gameplay by taking control of Osiris in late 2013 and successfully providing it with a somewhat functional governing order. I say somewhat because I recall certain teething problems and egos from various folk and factions causing Osiris more trouble in the years following and two coups? three? attempts since then, with the current forum being BoM backed if Koth still runs it, and I simply do not know anything about Malphe other than their previous NPA membership and possibly something Deputy Ministerish from TNP back in the olden days?

Back on topic; is TNP actually surprised at BoM acting like BoM has acted or potentially acting the same way it has always acted? They have never tried to hide their intentions, it's the one thing about Raider orgs or regions that you can be certain about. You are always a potential target to them if the risk is worth the reward.

The Pacific may be the oldest feeder, and I recognise the names of the people signing that earlier declaration but TNP is and has been, the most influential power for some time. I do not admittedly, know what government or structure TWP operates under, or if they maintain their view of gameside primacy (same as the Pacific last I knew).

Long and short of it, TNP needs to remember that the relationships and diplomatic front it presents needs to ensure it is above reproach. Little can be gained of TNP interceding in matters that do not directly involve them unless a credible threat has been found. To carry out another Osiris as from 2013 would need a lot of work and resources that probably wouldn't be as available 9 years later - time being one of them!

12/19/2022 - The rumors are indeed true: famed front man of the NPA Rom Kyosson has rejoined the band at the request of superfan Pallaith, and they announced a Reunion Tour that began in the region of New Westphalia last night. Several band members performed last night including longtime drummer Lady Dominator, Guitarist Knightblood, and bassist Healiopolis. This was the first concert for the NPA since the 'Winterfell Incident', which caused some doubts as to whether the NPA was as good as they were back when they used to top the charts in Magicality City. Halfway through the concert chaos ensued as some fans in a rage of excitement ended up storming the stage, resulting in the NPA having to retreat to their tour bus. The NPA however was not deterred and with the help of some fellow bands that were performing that night they were able to drive the fans off the stage and finish the concert. Rom Kyosson would comment on this, saying "The fans are incredible. Truly amazing. When those sick 'fans' - and believe me when I call them sick - took over New Westphalia, I just wouldn't allow that. It can't happen. So I said 'begone'. and they went running away like a dog. And then everyone in attendance, believe me this happened, they were balling and then they started to clap." Future tour dates at this time are unclear, but the band says they are always open to having new members join the band.

At the end of the concert they announced the new lineup of the band, and it is as follows:
General Rom
Colonel Lady Dominator
Captain Gorundu
Captain Knighblood
Lieutenant Healiopolis
Private Comfed
Private Canguta
Private Major Spud

I’m crossposting this from our forums because I thought it prudent to put myself out there as TNP’s new Delegate. Here’s hoping we can get off on a good foot, GP. :)

I can’t say I’m very good at this whole speech thing. I’m much better in a more casual setting and tend to be terse, yet here we are. Before I get into the stuff I know you’re all really here for, I want to take some time to close the last chapter.

Some of you may be surprised to know that was really my first time in the big arena so to speak. I’d done FA jobs elsewhere in the past, but the stakes were never so high, and never are so high, as they are in the North Pacific. I’d like to think I did well by the region in my service there, just as I’d like to think I’ll do well by my service here. I know that the skills and relationships I’ve built over the last sixteen months at the high table will only help me. One of our points of pride as the North Pacific ought to be this: even if our leaders are only on the big stage for a year or two, they show up when the world needs them and they’re prepared. I hope to be the continued embodiment of that tradition.

I also have a few thank yous to distribute even now. To Ghost, my predecessor, you’ve been a wonderful friend and an even better example of what true leadership can look like. If I’m even half the leader Ghost is at his very best, I am very confident for the term to come. To my competitor at the elections, Vivanco, you may not have the result you might have wanted, but chin up. Merely having competition is wonderful and shows the strength of our democracy that everyone will be held to account. And of course lastly, I’m going to say thank you to the awesome individuals who agreed to be in my Cabinet. Believe it or not, I had them write the bulk of my platform. The overarching agendas were my doing but the specific policy points can only be credited to them. And to their credit, they did splendidly.

Now, for the real stars of the show, my Cabinet.

Minister of Foreign Affairs - Wymondham
What is there to say that hasn’t already been said about Wym? Y’all, he’s very special. He’s smart, he’s kind, and he’s a wonderful example of what this region can be and can do at its very best even if he didn’t get his start here. In the crucial months ahead, I know Wym will provide me with his sage advice and almost encyclopedic knowledge of the game and continue the FA trajectory (for the most part) we’re on.

Minister of Home Affairs - United States of Dictators
Of all the appointments from Ghost’s Cabinet, I must say that Caius both surprised me the most and pleased me the most. He did a wonderful job at Home Affairs last term and even if we start tailoring things to look a little different than they have in the past, I am confident in his ability to continue to rise to the occasion as he has in the past.

Minister of Culture + Lead Gameside Advocate - Filibustra
Fili is a relative newcomer to the Culture Ministry. In fact, he’s the only person on this list who was not either already a Minister or a Deputy Minister, but he has shown wonderful skill already in serving as Lead Gameside Advocate. Will his role look different this term? Yes. Do I think Fili will revitalize our Culture and help show why I’m making the choice to have Culture and Gameside together? Absolutely,

Minister of World Assembly Affairs - PotatoFarmers
Freg has done excellent work in the WA Affairs Ministry this past term, making sure that the metaphorical trains ran on time. There are changes afoot in WA, but I feel positive that under Freg’s astute tutelage we will see a return to form.

Minister of Cards - Card Kingdom
“If it ain’t broke, don’t fix it.” Rewan has served the region well as Minister of Cards and comes into his third term still with gobs of potential. I am excited to see where the continued Season 3 mania goes and where Rewan’s leadership can take this Ministry. I hope we go from a Ministry on the brink to one which has fully and sensationally made itself an indispensable core part of Government.

Minister of Legal Affairs - Pallaith
This job is effectively an advisory one with the tenor of a Ministry. Ghost will immediately get to work helping the Government fulfill its legislative agenda and help us identify areas where the Government can help improve our Legal Code. I have full faith in Ghost to keep on, keeping on, even if his role is less than it has been this past term.

Now there is one Ministry you don’t see here, the Ministry of Defense. Is it without a leader? Am I violating the Constitution? No. For the time being, ROM will continue his excellent work in leading the Ministry. I do have a pick for Minister of Defense but their work elsewhere renders them incapable of taking the position for about ten more days. When they are finally able to step into the role, I will make the announcement formally stating who they are. And trust me, I believe you all will be as excited for them as I am about them.

Lastly for this opening address, I have a few policy notes that I want to immediately address. Changes to Delegate Directives 4 and 5 will emerge today. These changes will do the following: reorder the precedence in Cabinet and reorder the list of Chair of the Executive Council in mine and Gorundu’s absence (should such occur) and, among other things, formally abolish the one organization policy—starting today, members of other armies (save for armies of sanctioned regions) may join the North Pacific Army. There will be other changes to DD5 especially, but these are yet to be finalized.

Now, I will leave you all with a parting thought. The next four months promise to be among the greatest challenges this region has ever faced, potentially even the greatest challenge it has faced in a decade. I cannot promise that every moment will be easy or that every decision we make will appear to be the right one at the time. But I can promise that we will fight for the North Pacific both at home and abroad and that the metaphorical light of Polaris will guide us.

As always, if you have questions, concerns, or comment, please feel free to reach out via TG or Discord DM @AsquithsAngels#1924.

With hope,
~~Hulldom

Crosspost from TNP forums - Announcement by Delegate Hulldom of New Minister of Defence and Cabinet Advisor

Image

Good Afternoon,

After a week-long wait (I’m sure all of you were surely sitting on the edge of your seat!), I have finally come to appoint the new Minister of Defense. Before I say that (sorry, sorry, one more minute!), I would first like to say a few words about the outgoing MoD. ROM has been absolutely scintillating in their tenure as Minister of Defense. They have completed (so far as I know) the administrative backlog, worked with me to get things up to speed with new procedures, and been valuable in taking the battlefield along with others. I expect fantastic things from my Ministers, we all should expect excellence from them, but ROM blew my expectations out of the water. In recognition of their service and for the other areas of experience (and expertise) they have to offer, I have decided to appoint them as an Advisor to the Delegate. Their service will not be limited to Defense anymore, though they will continue to help the new Minister of Defense in their duties. They will serve in the Cards Ministry, they will help us with Culture and they will help us with FA. I’m sure that ROM’s unique blend of skills and ability to help out quickly will be a boon to the team and to the region. I cannot wait to see what they are able to do.

Now, for the moment you’ve all been waiting for. My Minister of Defense is a relatively untested figure in the North Pacific, but she has honed her skills outside of the North Pacific for a long time. She is kind, she is incredibly smart, and most importantly, she is the most talented military organizer and commander the independent sphere (and quite possibly the whole game) has right now. She has been an absolute joy to work with and get to know these last six months we’ve known each other too. I, of course, am talking about the one and only erstwhile President of Europeia, Icarus. Icarus is our new Minister of Defense.

When I approached Icarus about the job in December as I was working through my Cabinet picks, I did so out of a sense of conviction: the NPA was in trouble and it needed someone with experience building a modern military from the ground up. Our Army needs someone not just with experience in modern military gameplay and not just a competent bureaucrat, it also needs a cheerleader and a fierce advocate for it. It needs someone who knows what it’s like at the ground floor and what it’s like in the situation room. I believe Icarus embodies every single one of these qualities and folks, I could not be happier that she said yes to my offer when I mooted it. Icarus has formally entered the Army, and given too her recent promotion in Europeia and given my explicit authority under Article IV, Clause 1 of Delegate Directive 5, I immediately promote her to the permanent rank of Major in the North Pacific Army (translated from the Europeian rank of Commodore).

Statement from the Acting Delegate

Dear North Pacificans,

It is no secret that I have assumed the duties of the Delegate in rather difficult circumstances. The last time that a Delegate left office in the middle of a term - also by way of resignation - was in 2015, which in this region and in this game feels like about two generations ago. But unlike what transpired 8 years ago, I am now charged with the duties of the Delegate not for a short caretaker period until a special election concludes, but for a full month - a month that will be instrumental in shaping the future direction of our foreign policy. I know that many of you have been left shocked by the events that transpired in the last 36 hours, and I have seen your reactions from across the region, whether it is surprise, anger, confusion, disappointment, or something else. I have seen a swathe of opinions being expressed in both public and in private, and I know that you are troubled by what you have seen so far.

But in times like these it?s more important than ever to reflect on who we are as a region - we are a storied and successful region that has been through many troubled times and come out of them stronger. Our success is rooted in our desire not to engage in the constant ideological battles in gameplay, but to find a path that best serves the interests of our region. Our commitment to the Independent path is unwavering, and though we will always have our detractors, we know that it has served us well through the years. This time will be no different. I am committed to finding a resolution to the current situation that is not only in our best interest, but also sets us on the best path going forward and, most importantly, is true to who TNP wants to be in these new uncertain times. I am confident that we can achieve it.

To that end, there are some appointments I have to make that will be instrumental to the journey we have ahead of us. Madjack will serve as Minister of Foreign Affairs, while Pallaith will become an Advisor to the Delegate. Both of them should need no introduction, being the two most recent Delegates prior to this term, and they have both been intimately involved in crafting our foreign policy over the last two years. I am grateful to both them for taking on these difficult jobs, and I know that their wisdom and expertise will be invaluable as we navigate this situation.

Finally, I am aware that members of the Regional Assembly are planning to make formal inquiries into the events that have led up to this, and I am more than happy to cooperate and answer any questions.

Faithfully yours,
