This was posted publicly by the organizers of the detags hours before the detag.

If they weren't all cleaned, 1. someone prevented the detagging of those targets (which would be the point of leaking this in advance); 2. the defenders failed by themselves, or; 3. the defenders didn't bother cleaning it all up.

Yes, naturally. Any raider who is interested in it, can have it, although it's doubtful raiders will want it.
