That's not what he's saying. Halc says that he can't possibly fathom why someone might possibly place precedence on a region like this. He literally cannot comprehend that a region with the mere words "Holocaust Memorial" might have some sort of elevated status over "Generic Founderless Region X" -- his brain cannot compute this. Whether or not you feel it worthy of special privileges, to not understand why one might is... something else.

Down go another 17 regions, as The Black Riders yet again charge through NationStates. Defenders took a while to get the engine started, only causing us problems later into the update. Amazingly, they stopped a number of raids in the second half, so well done to them. A clear demonstration that our raids CAN be stopped.

Troops involved were Ragnarok Arisen, Koth II, and Federation Republic, while General Halcones commanded the raids, giving out targets and times.

The defenders failed to save the following regions:

Funny stuff, but it should be pointed out that it was only 2-3 of our bored peeps testing out a new tool. Halcones wasn't even there. We do most of our real raids during the major, not the minor.

I wasn't there at all - I left it to one of our Captains to do the times - she's never done it before and needed practice. She had technical difficulties, and so they decided to stop after a little while.

There's absolutely nothing to be smiling about Cromarty. In fact, your organisation is failing - take a look at our embassies - we have 61, along with 40 coming through. These are mostly regions still tagged by us, that your organisation hasn't been able to get to yet.
