Secondly, I don't see the problem with maintaining lots of allies or embassies. Are you saying it would be a bureaucratic mess? Perhaps too much money to spend?
By the way, there are two types of embassy - regional ones, like the ones I believe you're discussing about, and then normal, national embassies in other nations. To make the latter, all you have to do is to make an embassy thread to advertise and keep track of all of your allies. (I used a random nation's embassy thread instead of my own to prevent myself from looking like a shameless self-advertiser. If you're talking about regional embassies, I can answer your question. The Misty Realm, my region, rejects embassies with regions less than 11 nations. Instead of totally forgetting them, I ask them to make an embassy with a sub region of the misty realm, relief. This helps me sort out regions which need to be helped from regions that help The Misty Realm.
