I would have quit long before I became a mod. And besides, my knowledge of the WA proposal rules (the GA side specifically) is one of the main reasons I was offered a mod position (and because I'm an idiot I accepted),

You've missed the part where he's planning on borrowing a page from raiders. I think the plan involves using switchers to raid multiple regions in a single night close to a vote, and somehow leverage all those regions into a massive voting block that can sway the results any way he wants.
