Well, it's a Prussian flag, with a new colour scheme. We're supposed to be next to Prussia, and when a new national flag was drawn up, the Prussian one was conveniently copied, with colours adjusted to suit the taste of the court. It wasn't in use for long, though.

Well, I like the sentiment (assuming you mean "Always Blue Over Red"?), but that's not quite right. I think Semper Caerulei Pro Rubris would be better, assuming you mean blue people vs. red people, whatever that means.

Note that, in the first one, the que is functioning sort of the same way an English semicolon does (it shows that two thoughts are related and is often translated as "and"), so if you use the two phrases separately or reverse them, you'd take that off or put it on the end of vivere, respectively.

I am specifically trying to avert the sense of 'of two years'; neither it nor 'lasting two years' accurately describes a biennal event.

No, they both seem to mean the same thing. The Romans don't seem to have had, from a very quick look around, a good way of describing an event that happened once every two years in one word. You might try asking over at Latin Discussion Forum -- if I know of anywhere on the internet where there's somebody about who knows of such a word, it's there.

It would help if you provided the motto of the Palaiologos Dynasty for those of us who are not familiar with it. I'm assuming you mean Βασιλεύς Βασιλέων Βασιλεύων Βασιλευόντων, yes?

That translates out pretty simply to Imperator Imperatorum Imperans Imperantibus.
