Here you have a couple choices.

Populus et Regnum - "et" is the basic word for "and".
Populus Regnumque - "-que" tends to be used in more official language and indicates a stronger connection between the words than "et".
Populus ac Regnum - "ac" has a sense of "and also; and indeed; and even".

Additionally, for any of those you could use monarchia instead of regnum.

That's "Mortal from the land" or "From the land of the mortal". It should be simply "Terra mortalium", or perhaps "Fines Mortalium" which often refers more to a country than to soil.
