Does anyone know what the name of said org is, and if so, where can information be found about it?

Whoever said that might have meant SovCon.

Who's exactly this one rogue delegate? All I remember at that time is multiple telegrams sent at me about the situation and countries being ejected.

I believe United Russoasia. I don't know much other than that.

It appears to be somewhat true, but I'm not sure if this is a statistical mirage or not.

We currently have 171,896 nations as of my beginning to type this message.
On 2 November 2005, according to the Wayback Machine, we had 112,108 nations. By 15 June 2006, this had risen modestly to 114,601; a year later, on 3 July 2007, we were down to 86,217, which fell further to 68,952 on 7 November 2008, then even more to 56,039 on 21 December 2009.
By 14 March 2011, the trend had reversed itself and we were back up to 73,515 nations, rising even more to 96,909 on 20 March 2012. It continued growing for several more years, reaching 118,821 nations on 25 March 2013, then 124,821 on 10 April 2014, then 140,655 on 15 April 2015. On 16 April 2016, we were up to 189,455 nations, reaching a peak of 197,005 on 26 October 2016. We have slid a bit since then, with 178,290 nations on 28 December 2017, but we've actually gone up from 162,296 on 23 January of this year, so I'd say we're in a pretty healthy place right now.
