I'd assume the first UN Delegate of the Pacific would be the first UN Delegate ever. I'm not sure who the first UN Delegate of the Pacific was though. Let me dig a bit.
Sudetenland was the first Delegate of the Pacific. However, I'm unsure how long they served as Delegate and if they were working for an organization looking to colonize the GCRs. That's all I know. I assume they are the first UN Delegate because the Pacific was the first region created.
