When we did it for Streaker, we manually went through the 2k delegates with a team, popping them into a spreadsheet, sorting by length, endogap, and passworded/open. There may have been a faster way, but with 3-4 people, it actually did not take that long to gather even the entra info.
EDIT: you could probably finangle it by working with the "history" API call - call the history of every region with a delegate, go to when said delegate was elected, collect timestamp, math.
Edit2: I can tell you offhand, NationStates is going to be the longest, and anyone close to them (Forest, Texas, Antarctica) got knocked down in streaker. Assuming our search missed nothing, the longest ones left standing below NS (13.5 years) are:

I can't answer the first three, but the fourth would be that said delegate enforces a ruthless endocap and has constant recruiting to make up for a complete lack of community.
