Heck, even using defender leads should be severely limited. This is just terrible.

From having no mechanism to defend against raiders, obviously.
If I take them over, I will install a stable government, invest time into the region to make it prosperous, then after bringing a constitution and running in a few elections, depart and repeat.

Also, they are better because you can gain support amongst defenders.

The UDL preemptively "defended" several regions while I was on watch in TITO. I don't have proof, though; I think it would be a little ridiculous expecting that.

If TITO had kept in better contact with UDL, it may have known the reasons for all of our deployments. I do not remember the incidents you speak of, but I suspect there were other factors (like foreknowledge gathered through intel) that may have led to a pre-emptive deployment, if we ever did that (we usually did not). Off the top of my head, I could suggest Balder as being a pre-emptive move.

Of course, there was Anarchy, but TITO led the initial mission in Anarchy (UDL did the liberation).
