Clearly this is the reason, and not anything to do with the fact that Kimchi, the tool used in this case, almost certainly looks for valid targets, regardless of whether they are foundered or not.
Individual tags don't have much merit, in and of themselves, and aren't expected to be more than short-term, in general. As of such, raiding a target that already has a founder generally isn't a deal-breaker. It's been done by other orgs- most of the ones who partake in tagging- so it's hardly an unusual occurrence.
That said, yes. Canterlot's raiders clearly created regions months, maybe even years before Canterlot as a military organisation was created, just for the opportunity to tag them later down the road for the glory. Not even raid, mind you. tag. Basically vandalism, inasmuch as severity goes. Does their villainy know no bounds?!
OBSERVING that Canterlot has been raiding more than 50 small regions.
FURTHER OBSERVING that Canterlot's sick actions, like forcing their raided regions to thank their "Helpful Ponies" for raiding them, boasting of their actions for "raiding regions like a cutie" and saying phrases like "raiding is magic" on the World Factbook Entries of the regions they raid.
CONSIDERS these actions to be bullying towards small and growing regions.
CONSIDERS the colourful text on every raided region's world factbook entry to be disgusting.
KNOWING that Canterlot does not mean any good to the regions they raid.
the World Assembly hereby condemns Canterlot.
