From what I've seen, some of what it is is that they work differently. Neither the FRA nor the UDL is much for chasing us down during update, whereas TITO doesn't usually do much for liberations unless it's crucial, like Evil Wolf taunting them.

The Executive Council and Command Staff of the Red Liberty Alliance hereby condemn the actions taken in regards to the destruction of the Invaders Boards. We consider these actions to be the work of individuals and not reflective of the RLA as a whole. The Executive Committee and Command Staff of the RLA had no prior knowledge that agents of the RLAI would be carrying out this attack; nor did they possess any knowledge as to the details surrounding the attack until after it was over.

The EC and Command Staff also commit to conduct a complete and thorough investigation of the attack, the results of which will be made public. As part of the investigative process, we recommend an outside observer will take part in the investigation. Lanier, of the West Pacific, has agreed to act as this observer. He would examine the same evidence as the investigators and issue his own impartial report on the facts. At the conclusion of this investigation, the investigative panel will issue a recommendation on how to act on the findings which will then be submitted to the Central Soviet for consideration.

A year ago today, Unknown was condemned for the forum destruction committed by one of its operatives, Rougiers.

There is little to say that has not already been said. Rougiers completed the task assigned to him, to gather IPs and other information for our own region's security. Forum destruction was not part of his assignment.

Unknown judged Rougiers based on the success of his assigned mission, not his actions after its completion. This judgment was never meant to be an encouragement of such tactics, and hopefully has not been interpreted as such.

But on the anniversary of our condemnation, we wish to reiterate: We do not, nor will we, encourage forum attacks like this. They will not be done in our name or on our behalf.

To The Council of Narnia and the Crusaders of Justice: We are truly sorry for what part we played in your loss, and for our unsympathetic response to your legitimate complaints. In the end, we too trusted Rougiers too much, and were nearly destroyed by him. Our loss was not the same as yours, but served as a wakeup call--though none should have been needed.

The deletions and bannings perpetrated by Rougiers never should have happened. They, and our response to them, are inextricably tied to our region's past, but they are not who we are or who we want to be. There is nothing we can do to change the past; we can only learn from it, and offer our humble apologies.

There are several differences.

First, the latter statement was issued a much longer span of time after the incident in question; and the immediate reaction was apparently that the mission was a success. The disclaimer follows an "unsympathetic reaction" and a WA resolution condemning their region publicly; nobody could describe the heated debate in the TPC forums, extensively quoted here, as "unsympathetic" without being uninformed. "Mixed" would be the appropriate term.

Second, it's an apology rather than a condemnation. As far as I'm concerned, this is a matter of style and presentation - the RLA being very much more bureaucratic and martial in its rhetoric, and the one from Unknown taking a more personal tone.

Third, it's an invader organization, rather than a defender organization. Which is why, I presume, Tikal Wolf described the former quote as "irrelevant" and linked to the latter thread with hurt offense that someone hadn't heard of it and believed its contents; simple and wholly explicable psychological bias.
