Some Foreign Relations Indexes?

I've recently finished my somewhat almost nearly quite unfinished political factbook, which I saw as a necessary footstep into building a foreign relations index like I've always wanted to, but now that I've come to the long awaited stage of actually making a foreign relations table, and spam-tagging all my acquaintances, I've hit a large wall.

I like to base my factbooks (mostly) out of actual Wikipedia factbooks, and I was astonished to find out that most real life nations don't actually rank their best buddies and worst enemies on a numerical scale. Shocking.

TL;DR What are some suggestions the NS community has for a foreign relations index? Should I rank other nations on a scale of 1 to 5 or something else? Penny for your thoughts.

Myspace tried the ranking system. It didnt work out well for them. Perhaps try ranking on order of closest allies to worst enemies. Rather than a numerical list.

I did consider something like what they have in Tropico 5, but I wasn't sure if I should incorporate a percentage of "like-ness" with it or not.
