Environmental Act
A resolution to increase the quality of the world's environment, at the expense of industry.

Category: Environmental

Industry Affected: All Businesses

Proposed by: Old Turkish Nations

Description: In response to international concern surrounding the effects of global climate change, the Kyoto Protocol1 to the United Nations Framework Convention on Climate Change2 was drafted in recent years at the third meeting of the Conference of Parties (COP-3). Global warming is caused by the presence and continued release of large quantities of greenhouse gasses into the atmosphere, and the Kyoto Protocol is aimed at reducing emissions of these gasses.

This proposal concantrating on degreasing the effects on non-gas particulate matter air and water pollutants and suggests control on the emissions by industy. Fallowing precotions should be applied by WA members and introduce the following civil sanctions for regulators to use:

* a range of enforcement notices: a Compliance Notice; Restoration Notice; and Stop Notice

* Fixed Monetary Penalties - for lesser examples of non-compliance

* Enforcement Undertakings - by which an operator could offer voluntary commitments to comply, and to fully make amends for the effects of their non-compliance. The regulator may decide to accept an Undertaking instead of imposing other sanctions.

* Variable Monetary Penalties - enabling regulators to impose a proportionate financial penalty for moderately serious non-compliance, including removal of financial benefit from non-compliance.

For a more responsible and eco-clean society.
Illegal, RL references and possible plagiarization.

Encourage Gambling
A resolution to legalize or outlaw gambling.

Category: Gambling

Legalize/Outlaw: Legalize

Proposed by: Balerion07

Description: Gambling is a great source of revenue for the state. Funds made off of those who have nothing better to spend their money on anyway goes to:

Fund Schools, Hospitals, Parks and Recreation, and even the Military within some Countries. Restrictions of Gambling hurt all of the revenue that the State could use to better the Nation.

And think about all of your citizens that have the hope of getting rich. Their lives need not be dreary and full of despair. They could always win the lottery and move into the best Penthouse in the entire Nation for as long as their money lasts.

Recognizes the benefits of Gambling by increasing State Revenue.

Refutes the claims that it hurts those who lose as it also helps those that win.

Ensures that all have the right to wager their money without restriction of their freedoms.

Promises a hefty deposit in the ruler's Swiss Bank account.

Removes all Gambling restrictions.

Immediately gives 10% of all revenue to the homeless.

Enriches the daily lives of citizens by bringing hope.

Provides new jobs in a variety of fields.

Just Plain Makes Sense.

Nationalization Of Industries
A resolution to develop industry around the world.

Category: Advancement of Industry
Area of Effect: Labor Deregulation
Proposed by: BICY

Description: Justifications for the nationalization:

*To guarantee the productive efficiency of an enterprise in bad financial situation;

*To contain crises avoiding the expansion of the foreign capital in the country;

*To secure resources to the State;

*To improve the service to a public treating enterprises of services, or in case of undertakings that do not guarantee what present a late profit to the proven businessmen.

It's not Labour Deregulation. I'm not entirely sure what category it would be, but it's not that.
Also, doesn't actually DO anything.
I know what gay science is.

Protection to the Peaceful

Category: Moral Decency
Strength: Strong
Proposed by: Mohist Democratic Sect

Description: This bill is to protect the fierce determination and stability of NationStates most kind and peaceful nations, those that have little help and are continually stepped over. These brave souls have shown themselves to be generous and giving, both to their people and to fellow nations, and have helped shape their region as well as society. We have to encourage others to be more like these nations and not like hateful and bias nations that exist everywhere within nations states.

A. To start we must try to build up those who have displayed much tolerance and kindness, as well as strength and courage and stability to both those kind to them and those hateful to them.

1A. First, we must try to build up their economy, for studies show that those that attempt to make their nation free and kind usually have a horrible economy. If each nation or the World Assembly give enough money, the economies of these nations can be fixed, and they can continue to display kindness and helpfulness to others and to their own people without the heavy burden of a dying economy.

2A. Secondly, we must give them the means to gain favor in politics. We should advertise for the more kind nations so others will elect them into power, and so others will respect them more. This will allow them to be able to spread the word of peace and of a non-prejudice world. That will expand not only their region and its influence, but NationStates itself. The nation too will gain glory, but for being helpful and giving.

B. We must also try to crack down on bias nations and regions. We should advertise against those and have forums and communities dedicated to eradicating hateful regions and nations.

1B. To do this, we must find bigots within our world, and moderators and volunteers should try to find any bias actions they may do. These will be put into a court, where if they are found guilty, they'll be expelled from the world. This will decrease the amount of evil, vile nations and will increase the amount of pleasant and understanding nations.

2B. As well as this, regions should also be put to trial. If four or more nations display bigotry and hate, then the region will be condemned. Should there be repeated amounts of hate displayed, and more crimes committed, then the region will be put on trial and will be shut down, and all those within it will be placed within a special region with limited or no power that will allow the nations to rehabilitate and conform to a more peaceful, less offending manor.

This is metagaming.

Animal testing

Category: Moral Decency
Strength: Strong

Moral Decency is for banning animal testing, not the other way round.

If I were to use Ilharessan, "anima" would translate to "sexual energy." Maybe he hacked my computer, drew out the dictionary I wrote up, and is trying to preserve both animals and orgasms? ;)

Commend Sarah palin 2
A resolution to recognize outstanding contribution by a nation or region.

Category: Commendation
Nominee: Sarah palin 2
Proposed by: Epicnopolis

Description: A commendation to a nation that has tried to Repeal the condemnation of Nazi.

Knowing that the attempt to repeal it has been tried many times before.

Recognizing the Nazi idealism as one of idiots, who have no basis for for their dumbness

Happy as Hell that we are united against these Nazis.

Understanding that the Nazi idealism may be douchebaggish, but an actual political stance that we must let be practiced...nonviolently

Hereby Repeals condemn Nazi Europe!

WTF? Supposedly a commendation, which then goes on to use insulting language against their pet object of hatred (apparently), then declares itself to be a repeal?

Just how many wrong categories can this thing be in at once? Not to mention the wrong assembly if it really is a repeal?

To put it clearly, this resolution does nothing because it calls for a resolution that does not exist: the resolution must do something rather than calling on someone else to do up one.

Free the Guns!
A resolution to tighten or relax gun control laws.

Category: Gun Control
Decision: Relax
Proposed by: The italian territory

Description: PROPOSING the relaxing of gun laws.

EXPRESSING concern for unfair gun laws.

APPROVING compulsary gun ownership

OBSERVING complete lack of gun control

This resolution is to counter the increasing tightness of gun control laws. Among all the years world assembly has been opened, no tighter gun laws have ever been seen.

A lack of gun control will decrease the amount of crime in a country, region, and ultimately the world. Despite what some say, guns do not kill people, people kill people. Theives will hesitate to rob houses, murderers will all but be wiped out as they are pressed between avoiding the police and worrying about the armed civilians they are trying to kill.

Eventually, criminals will realize that it isn't worth it trying to steal and make money off of other people illegally. This will force them to find honest jobs which will DECREASE THE UNEMPLOYMENT RATE. Which will effect the nation with more wealth, better economy, a morale boost, and a lot less people on the streets. And this will decrease crime further.

A vote for this resolution is a vote for your nation's people.

Really, it's the minor things. The lack of a coherent argument that isn't just a statement of personal beliefs as to what would happen, the use of capitalization when it wasn't necessary, the fact that they indirectly suggest they are making the strees so dangerous people prefer to stay indoors...
