Description: TITLE I--IMPROVING THE ACADEMIC PERFORMANCE OF THE DISADVANTAGED

PART A--BASIC PROGRAM

SEC. 101. DISADVANTAGED CHILDREN MEET HIGH STANDARDS.

Section 1001 is amended to read as follows:
`SEC. 1001. FINDINGS; STATEMENT OF PURPOSE; AND RECOGNITION OF NEED.

`(a) FINDINGS- Congress finds the following:
`(1) The Constitution of the United States reserves to the States and to the people the responsibility for the general supervision of public education in kindergarten through the twelfth grade.
`(2) States and local educational agencies need the maximum liberty to build upon existing innovative approaches for education reform and continue their proven record of increasing student success.
`(3) The best education decisions are made by those who know the students best and who are responsible for implementing the decisions, and therefore, educators and parents should retain the right and responsibility to educate their pupils and children free of excessive regulation by the Federal Government.
`(b) PURPOSE AND INTENT- The purpose and intent of this title are to ensure that all children have a fair and equal opportunity to obtain a high-quality education.
`(c) RECOGNITION OF NEED- The Congress recognizes the following:
`(1) Educational needs are particularly great for low-achieving children in our Nation's highest-poverty schools, children with limited English proficiency, children of migrant workers, children with disabilities, Indian children, children who are neglected or delinquent, and young children who are in need of reading assistance.
`(2) Despite more than 3 decades of Federal assistance, a sizable achievement gap remains between minority and nonminority students, and between disadvantaged students and their more advantaged peers.
`(3) Too many students attend local schools that fail to provide them with a quality education, and are given no alternatives to enable them to receive a quality education.
`(4) States, local educational agencies, and schools need to be held accountable for improving the academic achievement of all students, and for identifying and turning around low-performing schools.
SEC. 102. AUTHORIZATION OF APPROPRIATIONS.

Section 1002 is amended to read as follows:
`SEC. 1002. AUTHORIZATION OF APPROPRIATIONS.

`(a) LOCAL EDUCATIONAL AGENCY GRANTS- For the purpose of carrying out part A, other than section 1120(e), there are authorized to be appropriated $9,061,000,000 for fiscal year 2002 and such sums as may be necessary for each of the 4 succeeding fiscal years.
`(b) Student Reading Skills Improvement Grants-
`(1) READING FIRST- For the purpose of carrying out subpart 1 of part B, there are authorized to be appropriated $900,000,000 for fiscal year 2002 and such sums as may be necessary for each of the 4 succeeding fiscal years.
`(2) EARLY READING FIRST- For the purpose of carrying out subpart 2 of part B, there are authorized to be appropriated $75,000,000 for fiscal year 2002 and such sums as may be necessary for each of the 4 succeeding fiscal years.
`(3) EVEN START- For the purpose of carrying out subpart 3 of part B, there are authorized to be appropriated $250,000,000 for fiscal year 2002 and such sums as may be necessary for each of the 4 succeeding fiscal years.

Description: WA General Assembly Resolution #49: Stem Cells For Greater Health (Category: Social Justice; Strength: Significant) shall be struck out and rendered null and void.

Argument: NOTING that stem cells usually come from aborted fetuses.
ACKNOWLEDGING that this contradicts resolution # 44, Reduction of Abortion Act.
STRESSING the immorality of abortion.

1) REPEALS General Assembly Resolution # 49.
2) PREVENTS the act of abortion.

Description: The Security Council believes,

That a nation should be able to put down a threat to it's culture, and self preservation. With Military force if need be.

The nation should not be able to attack a peaceful protest. If the nation is attacked by protesters it sould be able to take direct action aginst this attack.

This dose not give a nation the right to go kill unwanted protesters, as long as they are peaceful. This gives the nation the right to protect, and preserve it's self. This gives the nation the right to protect it's citizen, and resources against harmful protesters.

A resolution to reduce barriers to free trade and commerce.

Description: Article 1: Spirit and Intent of the Resolution

i. SEEING the economic difficulties that burden the less developed and poorer states in the World Assembly, which include but are not limited to, debt, inflation and lack of the financial infrastructure necessary for the growth of the local economy, this resolution intends to establish an institution capable of providing financial help and support to the states within the World Assembly

ii. IN ADDITION to the intent of the subsection above, the said institution will also promote the sharing of economical policy and expertise among World Assembly members in hopes of benefiting the economies of the World Assembly member states as a whole

Article 2: General Guidelines regarding the establishment of the World Assembly Global Reserve Fund, its jurisdiction and operational funding.

i. THE said institution above shall be named the "World Assembly Global Reserve Fund" which shall also go by the acronym "WA-GRF".

ii. THE jurisdiction of the WA-GRF shall be over all of the member states of the World Assembly, with respect to the rights, limitations and responsibilities of both individual member states of the WA and the WA-GRF.

iii. OPERATIONAL funding (i.e bureaucratic processes) shall be drawn from the WA General Fund.

iv. THE WA-GRF Monetary Reserve Fund, which will be used for the purposes of financial aid, shall be drawn from the WA member states through voluntary contributions

Article 3: General Guidelines regarding the powers, rights and responsibilities of the World Assembly Global Reserve Fund as a whole.

i. THE WA-GRF has the power to release its monetary reserve funds for the purposes of financial aid to the member states of the WA, in the form of either funding projects to bolster market confidence and the economic strength of the local community or providing loans to service the debts of WA member states.

ii. ALTHOUGH not encouraged, the WA-GRF, in the circumstance of a massive financial crisis that could lead to a massive loss of market confidence across the WA caused by the lack of WA member states to pay back their debts, the WA-GRF Monetary Reserve Fund can be used as a vehicle for a bail out mechanism

Article 4: Rights of the WA Member States

i. MEMBER states of the WA are entitled to the right to request financial aid and packages, as well as expertise and information from the WA-GRF.

ii. WHILE the loan payments are binding upon agreement of loan conditions, financial advice provided by the WA-GRF to WA member states are non-binding

iii. MEMBER states, if in need of loan from the WA-GRF, are entitled to the right of a reasonable interest rate, which is defined as an interest rate that allows the said member state to pay back his loan in full and still have the circumstances for a relatively healthy economy, which is defined as a stable economy that is not severely affected by the interest rates of the loan payments.


I may be misinterpreting, but surely this isn't legal because it would set up a World Bank, thereby entailing a world currency, which isn't legal in the NS multiverse. Or is this Resolution something like the IMF in RL?

A resolution to reduce income inequality and increase basic welfare.

Description: The difference in wealth is staggering. the poor are getting poorer while the rich are getting richer.

Noticing that corparations don't pay as much taxes as poor people and that poor people are struggling to pay bills from the dead end jobs they have.

Declaring that
1)Min wages will be rasied to 7.50 dollars an hour.
2)Taxes will be rasied for the wealthy to the same level as poor people.
3)Welfare to be reinsated.

Defining that poor people must be allowed to overcomes social income.

I was thinking I'd delete it for that reason. It's pretty much the only illegality I actually saw in it. It's not stupid enough to fall under the Bloody Stupid rule, it actually does do something so the Does Nothing rule is out, and questionable assertions has never been a rule even when the assertions were based on science so ban that it threatened the extinction of the entire cat-girl race.

URGES member nations to take action against extreme mining that destroys natural habitats, drives animals to the brink of extintion and forsakes the environment.

ALLOWS Mining to a lower degree, enough that it keeps the economy from failing and not that much that it has extreme lasting damage.

Description: WA General Assembly Resolution #2: Rights and Duties of WA States (Category: Political Stability; Strength: Mild) shall be struck out and rendered null and void.

Argument: It is a choice, with responsibility, to join WA. You cannot be forced to join WA, but you can't join it if your state are in these conditions:

1. Dictature that is bad for the people
2. In war with another country
3. Not following the WA laws

It is therefore vital to clearly delineate what constitutes sovereign law versus international law passed by this World Assembly. This document will attempt to enumerate those most basic of rights, as they exist within and as defined by the World Assembly of NationStates.

A Declaration on Rights and Duties of WA States:

Section I:

The Principle of National Sovereignty:

Article 1 § Every WA Member State has the right to independence and hence to exercise freely, without dictation by any other NationState, all its legal powers, including the choice of its own form of government.

Article 2 § Every WA Member State has the right to exercise jurisdiction over its territory and over all persons and things therein, subject to the immunities recognized by international law.

Article 3 § Every WA Member State has the duty to refrain from unrequested intervention in the internal or external economic, political, religious, and social affairs of any other NationState, subject to the immunities recognized by international law.

Section II:

Rights and Duties in War:

Article 4 § Every WA Member State has the right of individual or collective self-defense against armed attack.

Article 5 § War in the World of NationStates is defined as a consensual act between two or more NationStates. WA Member States may, at their discretion, intercede against declarations of war on behalf of NationStates who wish to avoid war.

Article 6 § Every WA Member State has the duty to refrain from fomenting civil strife in the territory of another NationState, and to prevent the organization within its territory of activities calculated to foment such civil strife.

Article 7 § Every WA Member State has the duty to refrain from giving assistance to any NationState which is acting in violation of Article 5 or 6. Every WA Member State has the duty to refrain from recognizing any territorial acquisition by another NationState acting in violation of Article 5 or 6.

Section III:

The Role of the World Assembly:

Article 8 § Every WA Member State has the right to equality in law with every other WA Member State.

Article 9 § Every WA Member State has the duty to carry out in good faith its obligations arising from treaties and other sources of international law, including this World Assembly, and it may not invoke provisions in its constitution or its laws as an excuse for failure to perform this duty.

Article 10 § Whilst WA Member States may engage in wars, the World Assembly as a body maintains neutrality in matters of civil and international strife. As such, the WA will not engage in commanding, organising, ratifying, denouncing, or otherwise participating in armed conflicts, police actions, or military activities under the WA banner.

Article 11 § Every WA Member State has the duty to conduct its relations with other NationStates in accordance with international law and with the principle that the sovereignty of each WA Member State is subject to the supremacy of international law.

1. Once an individual has been finally acquitted or convicted, or a functional equivalent thereof, of a crime, member states shall not try that individual for the same alleged criminal act again, except in accordance with clause 2 of this resolution.

The abomination of "Double Jeopardy Prohibition" isn't law as of now. And hopefully never. It could fail at its vote, and Zaklan's proposal would normally proceed to its own vote. It has happened before.
